Certification for technical safety management
The Technical Safety Management (TSM) provides the framework by which power grid operators are audited using a practice-oriented approach. The grid operator is systematically audited in accordance with guidelines. The grid operator is awarded a TSM certificate as confirmation of a successful audit.
The core task of the TSM is to support the independent actions of the companies and at the same time strengthen the competence of the technical self-administration of the grid operators of the public power supply. The TSM guidelines specially created by Oesterreichs Energie serve as the basis for proof of the grid operators’ technically flawless structure and process organisation.
The aim of a TSM certification is to optimise the organisational structures. The aim is to increase the security of people, goods and supplies, to avoid organisational negligence and to support safe, economic and environmentally friendly energy supply in a long-term and sustainable manner.
TSM audit for power grid operators: The independent security review
Essentially, a TSM certification is a certificate, showing that the grid operator has the personnel, technical and economic conditions for the planning, construction, operation and maintenance of grid and facilities, and that they can also draw on the appropriate technical resources. After a positive review, Oesterreichs Energie issues the grid operator with a certificate. This certificate is valid for a maximum of five years and must then be renewed.
The TSM check includes the evaluation of the entire grid operation, such as:
- Organisational structures,
- Specialist and decision-making competencies,
- Training and
- Material and personnel resources.
Transnational cooperation in the TSM
Requirements for qualification and organisation of the technical areas of power grid operators were developed based on the TSM of the Network Technology/Network Operation Forum (VDE FNN) in Germany and the Austrian Association for Gas and Water (ÖVGW) and were summarised as the accepted rules of technology in TSM guidelines. This cross-border and cross-industry cooperation ensures a lively exchange of information and a broad and solid foundation on which to establish technical and occupational safety.
Cornerstone of occupational safety
Furthermore, technical safety management is a cornerstone of occupational safety. Thus, the audit checks whether the valid legal and normative regulations are known and also applied. It also checks that sufficient precautions are taken to ensure occupational safety for workers.
